1. Click 'Start.' Type 'Services.msc' (minus the quotation marks) in the 'Search programs and files' field and press the Enter key.
2. Locate 'Windows Installer' in the alphabetically sorted list of services and look at the 'Startup Type' column. If the 'Startup Type' is listed as 'Disabled,' right click it and select 'Properties,' which opens a small dialog window.

3. Click the down-arrow in the 'Startup Type' drop-down menu and select 'Manual.' Click the 'Apply' button at the bottom to save the change, then try installing your program again.
4. If the 'Startup Type' was already set to manual or you continue to receive the error, press the 'Windows Logo' and 'R' keys to open the Run dialog box. Type 'msiexec /unregserver' (without the quotation marks) and click 'OK.' If you have a 64-bit operating system, open the Run dialog box again and type '%windir%\Syswow64\Msiexec /unregserver' (again without quotes) and click 'OK.'
5. Save and close your open files, then restart your computer. As your computer is starting, press and hold the 'F8' key. This interrupts the regular boot process and launches the 'Advanced Boot Options' screen. Select 'Safe Mode' by using your arrow keys, and press 'Enter.'
6. Press the 'Windows' and 'R' keys to open the Run dialog box. Type 'msiexec /regserver' (minus the quotes) and click 'OK.' If you have a 64-bit operating system, open Run again and type '%windir%\Syswow64\Msiexec /regserver' (without quotation marks) then either press 'Enter' or click 'OK.'
7. Restart your computer and install your program.
