5. Check your hard drive for errors while in safe mode. Go to the 'Start' button and click 'Computer.' Hover the cursor over the drive you want to check and right-click it. Select the 'Properties' option. Use the 'Tools' tab and click 'Check Now' under 'Error-checking.'
6. Complete the process: Place a check mark in the boxes to 'Automatically Fix File System Errors' and 'Scan for and Attempt Recovery of Bad Sectors' for a thorough attempt at repairing the hard drive. Use the 'Start' button to begin the hard disk repair. You may be prompted to restart the computer to begin the hard disk repair process.
7. Listen carefully to your computer. Feel it to see if the hard drive starts spinning when you power up the computer. If the hard drive is spinning, but nothing appears on the monitor, shut down the computer. Open the housing and reseat the memory modules by taking each one out and firmly putting it back in place. Start the computer again. You can take out memory modules and reposition them to check each module through trial and error. If the computer starts operating when certain memory modules are removed, these modules are bad and need to be replaced.
8. Remove recently added hardware that may cause a conflict with the computer's system. For example, if you added a video card right before the problem started, put the old video card back in the computer and restart. Get updated drivers for the video card or other device if you want to use the troublesome device in the future.
9. Stop a loop. With a loop, the computer starts normally but tries to restart again and again whenever it reaches a certain point. In safe mode, place a check in the box next to 'Disable Automatic Restart on System Failure.'
10. Reinstall Windows Vista if you are sure the hardware is functioning properly and the problem is software-related. Insert the installation disk in the appropriate drive and restart the computer. Remember: when you reinstall Vista, you will lose everything on the hard drive.

6. Click on 'Add,' if the System account does not appear. You should now see 'Select users or Groups.' In the 'Name' field, choose 'System' and then click the 'Add' button and then click 'OK' button at the bottom right hand corner of the box.
7. Go to the 'Permissions' fields. Choose the 'Full Control' check box located under Allow. Click 'Advanced.' Check 'Replace permission entries on all child objects ...child objects' option, if you are using Windows XP. Then check the 'System Account' box, followed by 'OK.' If using Windows 2000, check the 'Reset permissions on all child objects ...permissions' box for the System and then press 'OK.' Press 'Yes' if a message box appears. Wait for the system to update and then try your program installation again.

Choose a location for the backup and click the 'OK' button. Once you have saved the backup to disk, the repair wizard will open automatically.
6. Click the 'Fix Issue' button in the wizard to repair each Registry error that CCleaner has identified. To skip a problem, click the '>>' button. To repair all of the problems automatically without an individual prompt for each error, click the 'Fix All Selected Issues' button. The repair wizard will close automatically when you have fixed or skipped each Registry error.

8. Select 'System Tools' and click 'System Restore' to open the System Restore wizard.
9. Click the 'Restore my computer to an earlier time' radio button and click 'Next.' Select the day and time you want to restore your computer to and click 'Next.' Click 'Next' to restore the computer back to the selected time.
10. Uninstall and reinstall the program that is running into DLL errors if you are still having DLL problems. To uninstall the program, click the Windows 'Start' button and click the 'Control Panel.'
11. Double-click 'Add or Remove Programs' to open the Programs window. Scroll through and the click the program you want to uninstall. Click 'Remove' to uninstall it from your computer. Reinstall the program either using the installation disc if you have one, or by navigating to the download page if you installed it from the Internet.

1. Go to the 'Start' menu and click on the 'Control Panel' item. Click on the 'View network status and tasks' link. Click on the 'Set up a new connection or network' link to create a new connection. Select 'Connect to the Internet,' select 'Yes, I'll use an existing connection' and select your PPPoE connection from the list. Re-enter your username and password, select the 'Anyone who uses this computer' option and click on the 'Connect' button. This might solve your problem. If you still see the error 651, try other solutions.
2. Go to the 'Start' menu and click on the 'Control Panel' item. Select 'Internet Options' and go to the 'Connections' tab. Place a check mark in the 'Never dial a connection' box. Click on the 'Apply' button to save your changes and then on the 'OK' button to close the 'Internet Options' window.

3. Open your Web browser and navigate to windowsreference.com/wp-content/uploads/2009/05/raspppoe.zip to download a fresh copy of the Windows Vista 'raspppoe.sys' file. This file commonly causes an error 651 in Windows 7. Note that the 'raspppoe.sys' file from Vista works in Windows 7. Save the file on your hard disk.
4. Go to the 'Start' menu and click on the 'Computer' entry to open the file browser. Navigate to the 'c:\windows\system32\drivers' folder. Select the 'raspppoe.sys' file, press the 'Shift' and 'Delete' keys at the same time to delete the file. Click on 'Yes' when asked if you want to permanently delete the file.
5. Right-click on the archive you just downloaded and select the 'Extract All' option from the resulting menu. Select the 'c:\windows\system32\drivers' folder and click on the 'Extract' button to extract the Vista 'raspppoe.sys' file.
6. Disable security software, such as a custom antivirus and firewall. Some antivirus and firewall tools might generate conflicts and cause the error 651. If the problem is solved after you disable the tools, update or replace them.
