Troubleshooting Wizard
1. Right-click 'My Computer' and select 'Properties' to launch the device properties dialog box. Click the 'General' tab.
2. Click on 'Troubleshoot' to launch the Windows Troubleshooting Wizard.

3. Follow the on-screen instructions in order to resolve the issue. Windows asks you questions pertaining to the error and offers a solution after the Wizard has completed.
4. Restart your computer after the wizard has completed. Click on the 'Start' menu and select 'Restart.' After reboot, the code error 38 should be resolved.
Edit the Registry
5. Click the 'Start' menu and type 'regedit' into the search box. Press 'Enter' to launch the Registry Editor.
6. Click the arrow next to 'HKEY_LOCAL_MACHINE' to expand its contents. The 'HKEY_LOCAL_MACHINE' folder is located on the left hand side of the registry window. Click the arrows next to the SYSTEM and CurrentControlSet sub-folders. Click the arrow next to the 'Services' folder to display its contents.
7. Locate the driver folder for the device that is generating an error 38. Click it once to display its contents on the right side of the window.
8. Double-click the 'Start' value that is of type 'REG_DWORD' to edit it. Values '0' and '1' are reserved for device drivers. Ensure that the value is not greater than '0' or '1.' If it is, change it depending on whether the device is started before (0) or after (1) the boot process.
9. Click 'OK' to confirm your changes. Close the registry editor and restart your computer.
