1. Go to the Microsoft Fix it Solution Center (see Resources) and click 'Try It Now.'
2. Click 'Save' and then 'Run.'

3. Click 'Yes (recommended)' when the 'Create an account at Microsoft Fix it Center Online' screen appears. You will be asked for some basic information about yourself and your computer. Creating an account allows Microsoft Fix it to offer personalized solutions based on your computer configuration. However, you do not have to create an account.
4. Scroll the problems listed on the Microsoft Fix it Center home screen that appears once you have created an account or skipped the account screen.
5. Click 'Run' next to the problem that best matches the error you are experiencing. Microsoft Fix it will automatically check your computer, determine the problem, and fix the problem or provide resources for how to fix the problem.

1. Click 'Start,' 'All Programs,' 'Accessories,' 'System Tools' and then 'System Restore.'
2. Click 'Choose a different restore point,' and then click 'Next.' Select from the list of restore points the date and time when the Windows component last worked. Click 'Next.'

3. Click 'Yes.' Windows will restore your computer to the selected date. When the operating system restarts and the System Restore dialog box appears, click 'OK.'
4. Use antivirus software to scan your entire computer for viruses. A virus infection can prevent Windows or the application from running properly.
5. Click 'Start,' 'All Programs' and then 'Windows Update' after the virus scan is complete. Click 'Check for Updates.' If any new updates are found, or if you have updates already waiting to be installed, click 'Install Updates.'
6. After Windows is finished installing the new updates, run the Windows component to check whether the previous fixes resolved the issue.
7. Click 'Start,' and then click 'Search' if the component is still malfunctioning. Type 'cmd.exe' in the search box, and then press 'Enter.' Right-click 'cmd.exe,' and then click 'Run as an administrator.'
8. Type 'sfc /SCANNOW' at the command prompt to run the System File Checker utility. Windows will scan your computer for any errors and attempt to repair them.
9. Restart your computer after the process is complete. System File Checker will restore Windows' factory settings.

1. Boot your computer in Safe Mode: Upon restart, click F8 to enter the boot-method menu. Select 'Boot in Safe Mode with Networking. ' When Windows boots, click 'OK' when prompted that you are booting in Safe Mode.
2. Close all programs except for your browser. Visit the link in Resources labeled 'WinSock Fix Download' to download the freeware WinSock fix. Wait a short time for your download to be completed.

3. Click 'Save File' when you are asked what to do with the file. The file will be saved to your default download location--usually the desktop or 'Downloads' folder within your 'My Documents' folder (click 'Start' at the lower left of your screen).
4. Reboot your computer in normal mode (simply allow it to boot regularly).
5. Locate the downloaded WinSock XP Fix file and double-click it to install and run it.
6. Click 'Run' at the security warning window.
7. Click 'Fix' when WinSock XP Fix opens. Click 'Yes' when asked to apply the fix.
8. Click 'OK' when you are prompted that the fix is complete and you need to reboot. Allow your computer to reboot.

1. Press 'Ctrl,' 'Alt,' and 'Delete' together to open the Windows Task Manager. Click 'Processes' to show all currently running processes on your computer.
2. Scroll through and click ' DW20.exe' if it is there. Click 'End Process.' If it is not currently running, move to the next step to disable it and remove it from startup.

3. Click the Windows 'Start' button and right-click 'My Computer.' Scroll down and click 'Manage' on the pop-up menu.
4. Click 'Services and Applications' on the left window of the Computer Management window. Click 'Services.'
5. Scroll through the right panel and double-click 'Microsoft Application Error Reporting.' Select 'Disabled' on the 'Startup-type' window and click 'OK.' Close the services window. This action will remove error reporting from startup and prevent it from running.

1. Click the Microsoft Windows 'Start' button, and then click 'Run.' Type 'cmd' in the text field and press the 'Enter' key on your keyboard. (If you are using Windows 7, click the 'Start' button, type 'cmd' in the text field and press the 'Enter' key on your keyboard.)The Command Prompt window appears, in which you can type and execute commands.
2. Type 'scanreg /fix' without quotation marks and press the 'Enter' key on your keyboard. Wait for the process to complete; the process should take a few minutes. This program scans the Windows Registry database for errors and repairs any errors found.

3. Restart Microsoft Windows. The errors within the Windows Registry should be resolved when the operating system restarts.

1. Clear your Internet browser's browsing history and cookies. In InternetExplorer, start by clicking on 'Tools' (in the menu at the top-left of thebrowser) and navigate to 'Internet Options'. This will open the 'InternetOptions' window.
2. Click on the 'General' tab. Look for 'Browsing History; click on the 'Delete'button. This will open up a new window. Click 'Delete Files', 'Delete Cookies', and 'Delete history'.

3. Clear your DNS cache. Start by entering the 'Start' menu and clicking on'Run'. In the 'Run' menu, type in 'cmd' (without the quotation marks), and click'OK'. This will open the 'Command Prompt' window.
4. Switch to the 'Command Prompt' window and type in 'ipconfig /flushdns' (minusthe quotation marks), and then press Enter on your keyboard. Wait for theprocess to complete, and then close the 'Command Prompt' window.
5. Create an exception in your Windows firewall. Start by opening the 'ControlPanels' window via the 'Start' menu. When it is open, navigate to 'WindowsSecurity Center'.
6. Click on 'Windows Firewall'. If you receive a message that the firewall is notcurrently in use, skip the rest of this article. Otherwise, a window dealingwith the firewall will open.
7. Click on the 'Exceptions' tab, then click on 'Add Program'. This will open upa browser window. In this window will be listed many programs. Find InternetExplorer (sometimes listed as 'iexplore'); select it and click 'OK'. Then click'OK' again to exit out of the firewall settings window.
8. Contact your ISP if the above steps do not resolve the problem.

1. Log into Windows. Click the 'Start' button. Select 'Run.' Type 'mmc.exe' and press the enter key. The Console menu will appear. Select 'Add/Remove Snap-in' at the top left of the screen. Click the 'Add' button in the center of the screen.
2. Double-Click 'Group Policy' in the left pane. Click 'Finish.' Click 'Close.' The confirmation window appears. Click 'OK' at confirmation window.

3. Expand the tree in the left side of the pane, 'Local Computer Policy\Computer Configuration\Administrative Templates\Windows Components\Window Installer.'
4. Double click 'Disable Windows Installer.Enable window opens.' Click 'Enabled.' Click 'Always.' The confirmation window appears. Click 'OK' at the confirmation window.

Reinstall the InstallScript Engine and Register InstallScript Files
1. Reinstall the InstallScript engine from the official InstallShield Developer website (See Resources).
2. Allow time for the download to complete and the extract the 'ISScript7.zip' file from your desktop using a file extractor program like WinZip.

3. Double-click on the 'ISScript.msi' file and the InstallScript engine will automatically be reinstalled. Try to install the software that you received the error with again to see if the problem is resolved.
4. Register the Idriver and Msiexec files if you still receive the Error 1607 message. Click on the 'Start' button from your desktop and then click on the 'Run' option.
5. Enter ['C:\Program Files\Common Files\InstallShield\Driver\
\Intel 32\IDriver.exe' /REGSERVER] without the brackets into the 'Open' field and then click on the 'OK' button.
6. Click on the 'Start' button again and then click on the 'Run' option. Enter [C:\Windows\System32\msiexec.exe /REGSERVER] without the brackets into the 'Open' field and then click on the 'OK' button.
7. Try to install the software again and test to see if the problem has been resolved.
Change Permission to Fix the Error
8. Click on the 'Start' button from the desktop of your computer and then click on the 'All Programs' option. Move your mouse over the 'Accessories' option and then click on the 'Windows Explorer' option.
9. Click on the 'Folder Options' button from the 'Tools' menu, and then click on the 'View' tab.
10. Click on the 'Show hidden files and folders' option and then click on the 'OK' button. Click on the 'C:' drive option and then click on the 'Windows' folder.
11. Right-click on the 'Installer' folder and then click on the 'Properties' option. Click on the 'Security' tab. Click on the 'System' option and click on the box next to the 'Full control' field so that it's selected. Click on the 'Administrators' option and then make sure the box next to the 'Full control' field is selected.
12. Click on your user name and then make sure the box next to the 'Full control' field is selected. Close out of the dialog boxes and you will have changed the permissions. Install the software you want and the error message should no longer appear.

1. Click 'Start' and 'Run.'
2. Type 'regedit' and press 'Enter.'

3. Open the following folder: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion.
4. Right-click 'Pgmonitr.exe' and select 'Delete.'
5. Restart your system.

1. Go to 'Start,' 'Settings' and 'Control Panel.' Click 'Add/Remove Programs and look for the 'Microsoft Virtual Private Network Adapter.' Disable the option if you find it by clicking the 'Add/Remove' button.
2. Go to 'Start,' 'Control Panel' and right-click on the 'Network' icon. Click the 'Delete' option. Click 'OK' and reboot the computer. Use this option if you could not find the 'Microsoft Virtual Private Network Adapter' under 'Add/Remove Programs.

3. Upgrade to Windows XP using your upgrade disk or use the Windows 98 system as you normally do.
