Reinstall the CD or DVD-Rom Drive
1. Open the 'Start' menu and choose 'Control Panel.' Select 'System and Maintenance' from the 'Control Panel' menu and then click 'Device Manager.'
2. Click 'DVD/CD-ROM drives' in the device list to expand the section. All of the DVD/CD-ROM drives that are installed on the computer appear in the drive list.

3. Right-click the CD or DVD-Rom drive that caused the code 39 error. The name of the drive that is causing the error is listed in the error message that appears on the screen when you attempt to play a disc.
4. Select 'Uninstall' from the menu that appears. The device uninstalls from the system and a message appears stating that the drive has been successfully uninstalled.
5. Restart the computer by going to 'Start' and 'Restart.' When the computer boots up, the computer recognizes the CD or DVD-Rom drive as a new device and reinstalls the drive with the appropriate drivers for the operating system.
Manually Add Drivers to the Registry
6. Access the computer's registry editor by going to 'Start>Accessories>Run' and typing 'regedit' into the run box. Press 'Enter' and the registry editor launches on the screen.
7. Go to the CD or DVD-Rom drive components of the registry. To get to the CD or DVD-Rom components, click the 'HKEY_LOCAL_MACHINE' folder, then 'SYSTEM>CurrentControlSet>Control>Class.'
8. Click the key in the 'Class' folder that is labeled '4D36E965-E325-11CE-BFC1-08002BE10318.' The right-hand pane displays the information concerning that key.
9. Find 'UpperFilters' in the list in the right pane. Right-click the 'UpperFilters' entry and select 'Delete' from the list. Click 'Yes' to confirm that you want to delete the key. Scroll to the 'LowerFilters' entry in the right pane. Right-click and choose 'Delete,' then confirm to delete the entry.
10. Reboot the computer by going to 'Start>Restart.' The drivers for the CD or DVD-Rom drive reinstall upon startup.
