Windows

1. Reboot the computer. While Windows is trying to boot, continuously press the 'F8' key. A screen of various mode options. Choose to boot Windows in 'Last Good Config' or 'Safe Mode.' 'Last Good Config' is the better choice, but Windows may not be able to boot in that mode. You will need one of these modes to access your CD-ROM.
2. Put in your Windows CD in the CD-ROM after Windows have loaded in one of the above modes.

3. Reinstall and repair Windows using the Windows Installation disk. The setup screen will appear automatically after you put the CD in. Click on 'Reinstall Windows' on the setup screen. Follow the installation wizard to repair Windows to a state that can load without errors.
4. Restart Windows after the installation. The mode screen may appear again. This time choose 'Start Windows Normally' to start Windows as you would before the errors started. You shouldn't have any other problems loading Windows now.

1. Insert the Windows disc into the system. Restart the computer.
2. Press any key when prompted to boot from disc.

3. Enter your language, keyboard and currency type from the onscreen menus.
4. Click 'Repair your computer.' Click the drive containing Windows and press 'Next.' Click 'Command Prompt.'
5. Type 'bootrec.exe' and press 'Enter.' Type '/fixboot' and press 'Enter' to restore the boot information on the drive.

Delete Temporary Files
1. Make sure any browser windows are closed.
2. Open the 'Start' menu, then select 'Computer.'

3. Double-click on the 'C' drive, open 'Documents and Settings,' then open your user folder. Select 'Local Settings,' then enter the 'Temp' folder and delete all of the files.
4. Restart the system.

5. Open the 'Start' menu, then select 'Run.'
6. Type 'Regsvr32 urlmon.dll,' and then click 'OK.'
7. Click 'OK' on the 'DllRegisterServer in urlmon.dll succeeded'message.
Register Internet Explorer Problems
8. Enter the 'Start' menu.
9. Click on 'Run,' then type 'CMD' into the box and select 'OK.'

11. Type 'Exit' and press 'Enter' on your keyboard to exit the Command Window.

Disable Third-Party Browser Extensions
13. Download Java from the link in the 'Resources' section of this article.
14. Close any Internet Explorer windows.
15. Open the 'Start' menu, click on 'Control Panel' and then select 'Internet Options.'
16. Click on the 'Advanced' tab in the Internet Options window.
17. Scroll down using the arrows on the right side and locate 'Enable Third-Party Browser Extensions.'
18. Click on the check box to the left of this to remove the tick, then select 'OK.'
19. Restart the computer
Disable Script Debugging
20. Enter the 'Start' menu and select 'Internet Explorer.'
21. Click on 'Tools,' then 'Options' and then the 'Advanced Tab.'
22. Click 'Disable Script Debugging,' and select 'OK' to restart the computer.
Reinstall Internet Explorer
23. Enter the 'Start' menu and select 'Control Panel.'
24. Open 'Programs,' then choose 'Uninstall a Program.'
25. Click on 'View Installed Updates.'
26. Double-click on your Internet Explorer. Wait for it to uninstall.
27. Download Internet Explorer from the link in the 'Resources' section of this article.
28. Follow the instructions to install the browser.
29. Restart your computer.

Modifying System Configuration Options
1. Open the Windows Start menu, select 'All Programs,' choose 'Accessories' and then click on 'Run.'
2. Type 'MSCONFIG' in the box and then select 'OK.' The System Configuration dialog box opens.

3. Choose the 'Startup' tab, select 'Disable All,' click 'Apply,' and then choose 'OK.' If the issue persists, go back to the 'Startup' tab, choose 'Enable All,' select 'Apply' and then select 'OK.'
Use System File Checker (SFC) and Re-register Internet Explorer DLL Files
4. Click on the Windows Start button, select 'All programs,' choose 'Accessories' and then select 'Run.' Enter 'CMD' in the box and then select 'OK.' The command prompt opens.
5. Type 'sfc /scannow' in the window, and then wait as the System File Checker scans your system for any changes to your Windows files. If the Internet Explorer issue is caused by a change in your Windows protected files, SFC will repair and restore the files to their original condition.
6. Re-register each of the following Internet Explorer DLL files by typing them one at a time in the command prompt window:regsvr32 softpub.dll

7. Open the Windows 'Start' menu, select 'Control Panel,' and then choose 'Internet Options.' If you are able to open Internet Explorer, you may also select 'Internet Options' by clicking on 'Tools' and then choosing 'Internet Options' from the drop down menu.
8. Select the 'Advanced' tab, and then deselect the 'Enable third party browser extensions' box under the 'Browsing' section, if already selected.
9. Uncheck the 'Disable script debugging (Internet Explorer)' and the 'Disable script debugging (Other)' boxes, respectively.
10. Click 'Apply,' and then choose 'OK' to apply your changes.

1. Reboot your computer. Try this simple step first, as sometimes a simple restart can resolve this system error.
2. Reboot your computer again if the above step doesn't solve the problem. Press and hold the 'F8' key during startup.

3. Select the 'Last Known Good Configuration' using your arrow keys and press 'Enter.' Reboot your computer. You should no longer see the 'C00002a Fatal System Error' message.

1. Click the 'Start' button from your desktop and then click the 'Run' option.
2. Enter 'cmd' into the 'Open' box and then press the 'Enter' key.

3. Enter 'expand CD_drive:\i386\srvsvc.dl_ C:\Windows\system32\srvsvc.dll' into the command prompt and then click the 'OK' button. Replace the 'CD_drive' portion of the text with the letter of your CD drive.
4. Close out of the command prompt. Click the 'Start' button again and then click the 'Run' option.
5. Enter 'Services.msc' into the 'Open' box and then right-click on the service you received the error with. Click the 'Start' option and the service should start correctly.

1. Click the 'Start' button on your computer, click 'All Programs' and then select 'Windows Update' or 'Microsoft Update' from the program list.
2. Click the 'Express' button to check for high-priority updates for your computer.

3. Wait while the update utility checks your computer to see what version of your operating system you are running.
4. Select the 'Service Pack 3' update and then click the 'Install Updates' button. Wait for your computer to install the service pack and then restart your computer once the installation is finished. The installer error 1619 problem will now be gone.

1. Click 'Start' and 'Control Panel.'
2. Click 'Hardware and Sound' and click 'Device Manager.'

3. Click 'Continue' when prompted for administrative permission to perform the action. If you are unable to perform the action due to lack of permission, log off the computer and log on as the administrator or as a user that has administrative privileges.
4. Click the 'Plus' sign (' ') next to the 'Sound, Video and Game Controllers' line in 'Device Manager.'
5. Double-click the device that has an exclamation point or question mark next to it, which indicates a problem with the hardware device driver, to launch the audio device properties dialog box. If there are no such devices located in the sound, video and game controllers section, look for an 'Unknown Device' located elsewhere and double-click on it.
6. Click 'Update Driver' from the 'Driver' tab of the audio device properties dialog box.
7. Click 'Search Automatically for Updated Driver Software.' Follow the prompts to install the updated driver. If a driver is not found, launch a Web browser and navigate to the computer, motherboard or sound card manufacturer's website to locate the updated hardware device drivers and download them, following the specific instructions included with the driver being downloaded.

Create a New Administrative Installation
1. Make sure you are logged in on your computer with administrator privileges. Insert the Microsoft Office 2003 installation CD into the CD-ROM drive of your computer.
2. Click on the “Start” button and then click on the “Run” option. Enter a command that is similar to “CD-ROM drive:\\Setup /a” into the “Open” field, depending on the drive letter of your CD-ROM drive.

3. Click on the “OK” button after entering the command. The Administrative Installation dialog box will then appear on your screen.
4. Locate your hard drive in the Administrative Installation dialog box and then enter the product key for Microsoft Office 2003. This key is on the software packaging.
5. Click on the “Next” button and then allow time for the installation process to complete. Click on the “OK” button. You can then use a different administrative installation to stop the error from occurring.

6. Make sure you are logged into Windows XP on your computer with administrator privileges.
7. Click on the “Start” button and then click on the “Run” option.
8. Enter a command in the “Open” field that includes the new network path and package name. An example of the command is, “new network path\\Setup.exe /fvm package name.msi.\'
9. Allow time for the update to be process and then click on the “OK” button when the process is complete. You can now install Microsoft Office 2003 with out Error 1706 appearing.

Install Updates
1. Install any updates that may be available for your Windows system. To find and install available updates, open the “Start” menu, click “All Programs” and select “Windows Update” from the menu. Click “Yes” to confirm the action if prompted.
2. Select the “Check for updates” option in the left pane of the “Windows Update” window. Click “View available updates' and 'Driver updates' for all of the devices that are installed on your computer. Updates will appear in list form.

3. Click each driver update that you want to install on your Windows system and press the “Install” button. If prompted to confirm the action or enter the administrator password, do so and click “OK.” The updates to your device drivers are now installed on your system.
Eliminate Viruses
4. Run your antivirus software’s virus scan on your system. This is generally accomplished by opening the program and clicking a “Scan Now” or “Start Scan” button on the main screen. The virus scan finds and eliminates files that are affiliated with viruses that are on your system. If you do not have an antivirus software installed on your system, this is probably part of the issue and you should install one for continuous antivirus protection.
5. Download and install a registry cleaner. Several are available to download for free at CNET.com.
6. Run the registry cleaner on your system. Like virus scan software, registry cleaners are generally started by clicking one button on the main page. The registry cleaner finds and deletes any remaining files that have been left behind in the system’s registry by the antivirus software.
Close the Ports
7. Open the computer’s registry editor by going to the “Start” menu and clicking on the “Run” option. When the “Run” box opens, type in “regedit” and then press “Enter” to open the Registry Editor on the screen.
8. Click the folder “HKEY_LOCAL_MACHINE” to show its contents. Next, go to “SYSTEM” > “CurrentControlSet” > “NETBT” and click “Parameters.” Double-click the “TransportBindName” component to open it, then delete any information in the “Value data” box and click “OK.”
9. Go to the “SOFTWARE” folder under the “HKEY_LOCAL_MACHINE” key, then to “Microsoft” and click “Ole.” Double click “EnableDCOM,” change the “Value Data” from “Y” to “N” and click “OK.'
10. Restart the computer and the changes you have made in the registry should take effect. With the ports closed, the Win32 errors should stop.
